On my 1953 165cc, I've also experienced the engine bogging down on hills are against the wind at full or nearly full throttle opening. As in your case, by rolling off some of the throttle opening I feel the engine immediately pulling better.

My newly running 48 is going (relitivily) well. I've problems getting as much umph as I remember from my other type S(s). I was 40 LB lighter & was not experienced with any more powerful bikes.

My bike seems to lose pull if I throttle over the revs it has, but if I back the throttle to the revs the motor has it pulls better.

The hard part is I don't have a L&L carb but the carb from a Leggaro, a Del lorto 18mm throat

Am I correct in assuming that the motor needs a little resistance to mix the fuel correctly?

Do I need to adjust fuel/air mix?

Does anyone know the Leggaro's carb well enough to help me?
