My gut instinct would be to think that it was not as important to have a mud flap to the rear as on the front because one might want to keep the slop off of the front of the motor and exhaust pipe. As far as a hole that could be used for hanging for painting, that might just be the hole on the front of the rear fender that is utilized for mounting to frame.

The hole was for hanging while painting. The mudflap came later.
