My gut instinct would be to think that it was not as important to have a mud flap to the rear as on the front because one might want to keep the slop off of the front of the motor and exhaust pipe. As far as a hole that could be used for hanging for painting, that might just be the hole on the front of the rear fender that is utilized for mounting to frame. ----- ORIGINAL MESSAGE FOLLOWS ----- HAHAHAHAHAHAHAHAHAHAHA !!!!
