That picture is of a generic bicycle mudflap, available at any bike shop or hardware store for a couple decades. Sure it could be bolted on, but it was not stock or a Harley-Davidson item. I have all the accessory catalogs from the time frame Hummers existed as well as factory parts books for '48,'51,'52,'53,'54'55,'57, '58,'59,'60,'61,'62,'63,'64,'66 lightweight models and not one of those pieces of H-D literature lists a front mud flap. So can you please post a picture of it? And I am with Bob, I believe it is a hanging hole. K models and Sportsters had them as well and also did not have mudflaps!
