You need the electrolyte. Fill it to the correct level, allow it to sit a while, top up the level again, then charge at the slowest rate for at least an hour. Distilled water is just to dilute the electrolyte that has had the water boiled out of it in use. Do you have a hydrometer? Even a cheapie will tell you when the battery is charged and OK to use.
