Here in Illinois, you can take the engine, and bill of sale, to the nearest department of motor services. You might want to call them, and make an appointment first.
They will examine the engine, research the vin numbers, and probably issue you a Illinois title. As I recall, it cost $200 or $300 when its all said and done. Keep us posted and good luck!
