It looks like a cable-operated exhaust valve. (Cable apparently not included) Compression releases were used on some big-bore single cylinder bikes like the late 1960's BSA 441 Victor, which was impossible to start without one. Of course, the Victor was also impossible to start with one. So a prerequisite to owning a Victor was living at the top of a hill. All this reminds me of a story often attributed to President Lincoln. Lincoln probably never said this, more likely it was a common joke (aphorism?) back then, but here goes... Lincoln asked some newspaper reporters "How many legs does a lamb have if you call the tail a leg?". The reporters all answered "Five". Lincoln said "No, the answer is four - because calling a tail a leg does not make it one."
