Chuck, I'd guess you have nothing wrong with the carburator. An obstruction (The filter) on the intake will increase the vacume in the carburator, so removing the filter will lean the charge to the cylinder somewhat. In some instances a lean running engine may burn the piston so great care must be taken with carb jetting, and air filter use. Doug

Working on my 55b and had the air cleaner off and the engine would not idle. The motor ran fine at higher speeds.
Put the air cleaner back on and idled fine. Is this common or do I have the carb out of adjustment?
