Oh, but you are wrong there Mike. I have taken apart countless bikes with fork panels. All the untouched bikes had these screws with BUILT-ON spring lockwashers (captured)

I have also noticed that many bikes 61 and later had the fork panels attatched with 1038 BOLTS. I know
of 3 examples of unrestored bikes right now, that still have these bolts in there !!! Also see the Poulman pic of the 1961 with the guy riding down the street. It has bolts for fork panel screws.

Those are actually round head screws, not bolts. H-D part number is 2751, its a 1/4-28 x 5/16". The factory did not put washers behind them, I think Jerry Hatfield has a comment about that in the series of pictures from the Pohlman Studios.
