Brake shoe tool

I am trying to reline my brake shoes. Mutt was able to tell me what to use to make the correct tool to set the rivets. My problem now is that I don’t have enough clearance on the back of the brake shoe to center the rivet punch on the rivet. Should I be setting the rivet on the top of the brake lining or do I need to put my rivet punch in my lathe and try to make it narrow enough to give me the clearance I need. I hope what I just wrote made sense because I’m not exactly the best writer. Thanks!!

Just grind the one side flat to clear the shoe
