rear wheel offset

my rear wheel is offset to the right about an inch.. Is this normal? It seems too close to the fender on the right side.

Did you use the chain/axle adjusters to set drive chain tension and center the wheel?
If so, check to make sure the wheel is centered on the axle.
I had a similar situation when I put the rear wheel back on… I had too much axle past the nut on one side and too little on the other side.

I have not put the chain on yet, the wheel is somewhat straight with the frame but is off to the right side. I have rechecked the order of assembly per the shop manual.. I just don't recall the wheel being offset to the side. the axles are about the same side to side as far as protruding out of the wheel itself. does anyone have a photo of their rear wheel in relation to the frame?

The space between frame and tire on left side is mor than frame to tire on right side.
